The writ petitioner herein had approached this Court while filing Writ-C No.3671 of 2022, 14043/23, Md Sameer Rao; Shyam Kumar Harijan vs. State of U.P. and others, to challenge the order dated 24.12.2020 passed by Regional Secretary, Madhyamik Shiksha Parishad, Regional Office, Bareilly denying the request of the writ petitioner to change his name from Shahnawaz to Md Sameer Rao.
