Heard Sri Avanish Kumar Srivastava, learned counsel for the petitioner and Sri Gaurav Singh, learned Standing Counsel, who appears for State- respondents. 2. The case of the writ petitioner is that he was appointed on the post of Assistant Engineer in Irrigation Department on 23.10.2000. Thereafter he was promoted on the post of Executive Engineer on 10.01.2007, however, owing to commission of misconduct, a departmental inquiry stood conducted against the writ petitioner and on 18.12.2019, an order came to be passed whereby the writ petitioner was reverted on the post of Assistant Engineer from the post of Executive Engineer. According to the writ petitioner, the said order is subject matter of challenge in Writ-A No. 741 of 2020 before the Lucknow Bench of this Court. 3. The grievance of the writ petitioner is that the writ petitioner is not being considered for promotion despite the
