He does not propose to file any counter affidavit and he further submits that the writ petition be decided on the basis of the documents available on record. 3. With the consent of the parties, the writ petition is being decided at the fresh stage. 4. The case of the writ petitioner is that he was appointed on the post of Malaria Inspector in the pay-scale of Rs.3200-85-4900 on 29.12.2006. He assumed charge on 02.01.2007. The writ petitioner was confirmed on 02.01.2010. On 18.01.2017, the writ petitioner was given first ACP after completion of 10 years, Grade Pay 2800 w.e.f 02.01.2017 on the basis of the Government Or
