Heard Sri Shailesh Verma, learned counsel for the writ petitioner and Sri R.S. Umrao, learned Standing Counsel for the State. 2. Sri R.S. Umrao has made a statement at bar that he is well equipped with the instructions and he is in a position to argue the matter and he does not propose to file any affidavit and the writ petition be decided on the basis of the documents available on record. With the consent of the parties, the writ petition is being decided at this stage. 3. The case of the writ petitioner is that the writ petitioners are Ex Army Men, details whereof has been given in para 9 of the writ petition which is quoted as under.- "9. That it is relevant to point out here that the petitioner no. 1 was enrolled in the Army on 26.10.1988 and was discharged from the post of Havildar on 30.11.2018; the petitioner no. 2 was enrolled in the Army on 20.01.20
