A preliminary objection has been raised by learned counsel for the respondents that the writ petitioner happens to be posted as Technician Electricity in Railways, thus, in view of the relief sought in the present writ petition, he has to approach the Central Administrative Tribunal at the first instance. Reliance has been placed upon the decision of Hon'ble Apex Court in L. Chandra Kumar Vs. Union of India : AIR 1997 Supreme Court 1125. 3.
