Heard Sri Rakesh Kumar, learned counsel for the petitioner, and Sri R.S. Umrao, learned Standing Counsel. 2. The case of the petitioner is that he was appointed as a Lekhpal on 4.2.1980 and superannuated on 31.10.2016. The petitioner claims payment of annual increment in terms of the Government Order dated 01.05.2012 along with interest. 3. Learned Standing Counsel submits that the present writ petition has been filed in the year 2026, whereas the petitioner retired in the year 2016; therefore, while considering the claim of the petitioner, the competent authority shall also examine the aspect of delay and laches. 4. Considering the submissions so made across the Bar, the writ petition stands disposed of directing the writ petitioner to prefer a comprehensive representation along with self attested copy of the writ petition and the certified copy of the order before Respondent no. 2/District Magistrate, Sant Ravida
