Heard Sri Ashutosh Krishna, learned counsel for the writ petitioner and Sri Vivek Singh, learned Standing Counsel for the State. 2. The grievance of the writ petitioner is that the writ petitioner was appointed as Constable on 01.08.1989 and the writ petitioner claims promotion on the post of Head Constable. Though according to the writ petitioner, an FIR bearing number "311/99" under Sections 223, 224 IPC came to be lodged and a charge sheet also submitted on 20.07.1999, but the entire criminal records stand destroyed, however, the claim of the writ petitioner for promotion has not been considered in terms of Government Order dated 28.05.1997. 3. Learned Standing Counsel on the other hand submits that the claim of the writ petitioner is to be decided at the first instance by Respondent no.4. 4. Considering the submissions so made across the Bar, the writ petition stands disposed
