Heard Sri Abhishek Kumar Srivastava, learned counsel for the writ petitioner and Sri Manish Kumar, learned Standing Counsel for the State. 2. The grievance of the writ petitioner is that he is working as Head Constable in U.P. Police since 01.08.1989. The case of the writ petitioner is that he was initially appointed as Constable and promoted as Head Constable and now, he seeks promotion on the post of Sub-Inspector. 3. Learned Standing Counsel on the other hand submits that the claim of the writ petitioner needs adjudication at the first instance by Respondent no.3. 4.
