A preliminary objection has been raised by the learned counsel for the respondents on the premise that the writ petition may not be maintainable for the simple reason that the writ petitioner has an alternative efficacious remedy of approaching Central Administrative Tribunal, since ICMR is notified under Section 14 of the Administrative Tribunal Act. Reliance has been placed upon a decision of the Hon'ble Apex Court in L. Chandrakumar vs. Union of India, AIR 1997 (SC) 1125. 3.
