The case of the writ petitioners is that they were appointed as ad hoc basis as Ward Boy and Sweeper-cum-Chaukidar in the year 1990-91 and 1991-94. The writ petitioners no. 1 to 4 and 13 were confirmed vide order dated 13.12.1998 and 30.10.1999. According to the writ petitioners, there happens to be a regularization rules by the name of U.P. Regularization of U.P. Regularization of Ad hoc Appointment (on the post outside the purview of Public Service Commission) Rules 1979 as amended from time to time and as per the respondents have regularized the services of the employees of District Mathura, Agra and Bulandshahr 2008 and 2011 but later on regularization their orders have been amended from 20.12.2001 from the date of enforcement of the 2001 Rules. 3.
