Heard Sri Ram Bali Ram, learned counsel for the writ petitioner and Sri Rahul Malviya, learned Standing Counsel for the State. 2. The case of the writ petitioner is that he is a trained P.R.D. and he has completed training from 23.12.2009 to 06.01.2010. According to the writ petitioner, he is not being permitted to perform work. 3. Learned Standing Counsel has invited attention towards page-29 of the paper-book being a communication dated 17.12.2025 so as to contend that the writ petitioner has not fulfilled the requirement, which he has to perform with regard to submission of the documents on the portal itself. 4.
