He has preferred this writ petition for a direction upon the second respondent for giving permission to him to sport beard. The relief sought for by the petitioner reads as under: "a) Issue, a writ order or direction, in the nature of Mandamus, directing the Respondent No. 2, to give permission to the petitioner to have beard on his face for longer duration or permanently in pursuance of Circular No.CIR.D. O.No. DG-11- 255-85 dated 10/10/1985 & 5/8/1987. b) issue, any other writ order or, in favour of the petitioner, as this Hon'ble Court may deems fit and proper in the present facts and circumstances of the case, so as to secure the ends of justice or else, the petitioner shall suffer irreparably.
