Heard Sri Ritesh Kumar, learned counsel for the petitioner and Sri B.K. Srivastava, learned Standing Counsel, who appears for State-respondents. 2. The counsel for the rival parties have made a joint statement that they do not propose to file any further affidavits thus with the consent of the parties, writ petition is being decided at the fresh stage. 3. The case of the writ petitioner is that he was appointed as Constable in the year 1977 and he joined the duties on 17.02.1977 and thereafter he was promoted on the post of Sub-Inspector and superannuated on 31.07.2014. According to the writ petitioner, the respondents are not extending the full pension of the writ petitioner on the ground that in view of the Government order dated 08.12.2008, the commutation of pension is to be done after 15 years. 4. Learned counsel for the writ petitioner seeks to rely upon the judgment in Writ-A No. 5617 of 2024 (Dr.
