Since counter and rejoinder affidavits have been exchanged between the parties and they do not propose to file any further affidavit, with the consent of parties, the writ petition is being decided at the admission stage. 3. The case of the writ petitioner is that he was working as a Class-IV employee since 1981 as a gardener, however he was not considered for regularization. Thus, the writ petitioner preferred Writ Petition No. 22522 of 1995, which came to be disposed of vide order dated 29.04.1999 directing the respondents therein to consider the case of the writ petitioner.
