Heard learned counsel for the petitioner, learned A.G.A. for the State and perused the record. 2. The instant writ petition has been filed by the petitioner with the prayer to quash the F.I.R. dated 09.12.2025 giving rise to Case Crime No. 328 of 2025, under Sections 2/3 of the U.P. Gangsters and Anti- Social Activities (Prevention) Act, 1986, Police Station- Chhapar, District- Muzaffar Nagar. 3. The only submission made by learned counsel for the petitioner is that in the instant case, the impugned first information report has been lodged in utter violation of Rules 5(3)(a) of the U.P. Gangster and Anti-Social Activities (Prevention) Rules, 2021 (hereinafter referred to as "Rules, 2021") and, as such, the impugned F.I.R. is bad in law and the same is liable to be quashed. 4.
