It has been submitted by learned counsel for the petitioner that a tender was floated by the Uttar Pradesh Rajya Karmchari Kalyan Nigam, Lucknow for supply of food items (wheat and rice) in the prisons situated at Northern, Southern, Eastern and Western regions of Uttar Pradesh.
