By means of present writ petition, the petitioner is challenging the order dated 09.02.2015 passed by respondent No.2 contained as Annexure-1 to the writ petition. 3. Factual matrix of the case is that Smt. Bindra Devi executed a registered sale deed in respect of disputed land in favour of the petitioner on 02.09.1970. Mutation was done in favour of the petitioner on 22.12.1973 and petitioner's name was entered in the revenue record and since then the petitioner is in possession over the land in dispute. 4. After death of Smt. Bindra Devi, the remaining land gone to Sampata Devi. A notice under Section 10(2) of Ceiling Act was issued to Sampata Devi. Vide order dated 08.03.1990, the prescribed
