The original petitioners Shyam Lal and Itwari were allottee of ceiling land, leased by the State in respect of Khasra Plot No.609/1, measuring 0.540 hectares, 609/2, measuring 0.539 hectare, situate in Gram Nidhi Purwa, Pargana and Tehsil Nanpara, District Bahraich. 2. The dispute arose when the original complainant, namely, Tilakdhari (who died during the pendency of the writ petition and is now represented by his legal heirs) moved an application before the Commissioner Devipatan Mandal under Section 27(4) of the U.P.
