By means of the present writ petition, the petitioner is challenging order dated 20.09.2003 passed by respondent no.1 as contained in Annexure-5 to the writ petition with further prayer to issue a writ in the nature of Mandamus commanding upon opposite party no.1 to decide review afresh after following observations made in the order dated 27.6.2003 as contained in Annexure-4 to the writ petition. 3. Factual matrix of the case is that the Prescribed Authority declared surplus land which includes the land of the petitioner on 26.8.1988. Against the said order, an appeal was filed before the Additional Commissioner, Faizabad which was dismissed vide judgment and order date
