The petitioner by means of the present writ petition has assailed the order dated 15.04.2026 passed by respondent no.5-Secretary District Tourism and Culture Council U.P. at Prayagraj by which the tender of the petitioner has been cancelled and a decision has been taken to re-advertise the tender. 3. It transpires from the record that respondent no.5 issued an advertisement inviting tender for certain services, detailed in the said tender notice. The petitioner being eligible to apply for the said tender submitted an application for grant of the tender. 4. As per case of the petitioner, the technical bid of the petitioner was accepted. However, since the petitioner was the highest bidder, therefore, his documents were scrutinized by the respondents,
