This Court on 25.03.2026 sought instructions pursuant whereto instructions have been produced which are taken on record and marked as Appendix 'A'. 3. Sri Dhruva Kant Chaturvedi has made a statement at bar that he does not propose to file any affidavit and he is well equipped with the instructions and he is in a position to argue the matter. With the consent parties, the matter is being decided at the fresh stage. 4. The case of the writ petitioners is that the unmarried son of the claimant- petitioner Vipin Bagauchhiya who was traveling by Janta Express Train No, 13039 from Mugalsarai Railway Station to Karchhana Railway Station holding a 2nd Class journey ticket accidentally fell down from the running train near the Karchhana Rai
