Heard Sri Anwar Ashfaq, learned counsel for the petitioners and Sri Anil Kumar Chaubey, learned Standing Counsel for the State-respondent. 2. An advertisement was issued in the daily newspaper inviting applications for the appointment on the 466 posts of Assistant Operator in Police Radio Services, but due to some reason, no selection could take place. Thereafter, an amended advertisement was issued in June, 1995, providing that the scheduled caste and scheduled tribe category candidates shall be placed above the general category candidates in the seniority list. The selection for total 1500 posts of Assistant Operator including 300 as special selection for SC/ST candidate and remaining 1200 for general category candidates was completed and the petitioners were selected alongwith other candidates being scheduled caste candidates. 3.
