By means of the present writ petition, the petitioner is challenging the order of removal dated 30.6.2011 passed by respondent No.5 (Annexure- 1). 3. Factual matrix of the case is that on 15.12.1986, the petitioner was appointed on the post of Part Time Tubewell Operator and work and conduct of the petitioner was fully satisfactory. He was placed under suspension vide order dated 26.10.2009. Copy of the order of the suspension order was not given to the petitioner. His suspension was made on the basis of involvement in Case Crime No.412 of 1997 under Sections 147, 148, 149, 307, 323 and 120-B IPC, Police Station Basgaon, District Gorakhpur, whereby the petitioner alongwith other accused persons were sentenced to life imprisonment an
