It has been submitted by learned counsel for the petitioner that the petitioner was appointed as Store Keeper on temporary basis on 15.12.1979 by the Deputy Director (Technical), Medical, Health and Family Welfare, Department, Lucknow and was posted at Kendriya Karyashala, Nadarganj, Amausi, Lucknow. It is stated that subsequently, he fell seriously ill in 1990 and could not work for number of days and after recovery, he submitted his joining report in the department to the Assistant Engineer on 27.07.1993.
