Factual matrix of the case is that the petitioner was granted permanent appointment on the post of Mukhya Sevika in the year 1985 in the Child Welfare Department. On completion of more than 14 years of service, a First Information Report was lodged against her and disciplinary proceeding in that regard was initiated against her, levelling certain charges in the charge sheet.
