The present 528 B.N.S.S. application has been filed to quash the summoning order dated 6.9.2024, passed by Chief Judicial Magistrate, Bijnor as well as entire proceeding of Complaint Case No.32539 of 2024, under Sections 17, 17A, 18(a)(i) and 27(b), 27 (d) of Drugs and Cosmetics Act, 1940, Police Station Kotwali City, District Bijnor. 3. Learned counsel for the applicants submits that the impugned summoning order has been passed by the learned Magistrate without due application of judicial mind and the same is neither a reasoned nor a speaking order. It is submitted that the learned Magistrate, while passing the order, merely observed that: “Today, complaint is filed by the Drug Inspector. Perused the documents. Complaint registered. Summons issued to the applicants.” H
