In order to keep check on the untoward activities in the area and maintain law and order, police patrol normally moves in their jurisdiction. On 19.08.1994, one such patrolling party consisting of Inspector Inspector Rajinder Singh examined as PW-6, HC Zile Singh examined as PW-4, Const. Shambhu Singh, Const. Prem Chandan and Const. Mehfooz Alam, ASI Ram Singh who, while in the area of Police Station Janakpuri, noticed a TSR with defective Registration Number Plate, which aroused suspicion in the mind of the police personnel(s) and the suspicion further grew strong when it was noticed that the TSR was moving in a particular area frequently.
