Having heard learned counsel for the parties and perused the record, as the punishment order dated 04.06.2018 and the appellate/review orders have been quashed on the grounds of violation of procedural and natural justice and there is no finding by the Tribunal that the charge itself is not made out, therefore, it was in the fitness of things that it should have granted liberty to the petitioners herein to proceed afresh from the stage of consideration of the inquiry report by the disciplinary authority, which has not been done. This is the only ground pressed by learned counsel for petitioners.
