Heard learned counsel for the petitioner as well as learned Standing Counsel. By means of this petition filed under Article 226 of the Constitution, petitioner has prayed for following relief as substantial relief: "i) Issue a writ, order or direction in the nature of mandamus commanding and directing the respondent no. 2 consider for the grant of benefit of A.C.P. (Assured Career Progression) for the post of Junior Engineer to the petitioner in view of several Government order issued in this regard from time to time after completion of 10th years and 16th years satisfactory service in Pay Band-2 Rs. 9,300/- - 34,800/- grade pay, Rs. 4,200/- admissible to the junior engineer working tubewell in accordance with law."
