Court No. - 4 HON'BLE AJIT KUMAR, J. Heard learned counsel for the parties. By means of present petition, filed under Article 226 of the Constitution, petitioner has prayed for a writ of mandamus commanding respondent nos. 2 and 3 to provide casual labour work. Petitioner claims to be casual worker of respondent establishment i.e. Air Officer Commanding 17 Wing Station Safety and Inspection Gorakhpur. Learned Standing Counsel submits that petitioner has been continued in employment since 2009 and thereafter though he made representation in 2010 but thereafter he never pursued the matter. It is further submitted that the present petition is liable to be dismissed on the ground of delay and laches. Upon pointed querry being made, learned counsel for the petitioner could not show any plausible explanation as to why he approached this Court after lapse of more than 15 years.
