Heard Sri Santosh Shukla, learned Advocate holding brief of Sri Abhinav Mishra, learned counsel for the petitioner as well as Sri Rahul Malviya, learned Standing Counsel. By means of this petition filed under Article 226 of the Constitution, petitioner has prayed for a writ in the nature of mandamus to command the respondents authorities to regularize the services of the petitioner on the post of Collection Ameen and pay him regular salary month by month since April 1997. Admittedly therefore, the petitioner has not been paid salary since 1997 and has now approached this Court after a lapse of more than 18 years.
