Matter requires consideration. Let a counter affidavit be filed by the learned Standing Counsel within a period of four weeks. Rejoinder affidavit, if any, may be filed within two weeks thereafter. List on 18.11.2025. In the meanwhile and until further orders of this Court, the effect and operation of the order dated 16.05.2025 and consequential order dated 21.05.2025 passed by respondent no.3 shall remain stayed.
