Heard learned counsel for the parties. 2. Petitioner is a complainant and wants investigation against the respondent no. 7 by holding a departmental enquiry. 3. In the considered view of the Court, a third party cannot be permitted to agitate a service matter as it is a sheer contract of employment between employer and employee. Neither the petitioner has any stake in service of the petitioner, nor the petitioner in any manner has any claim to the post which is occupied by respondent no. 7. It is settled law that the Public Interest Litigation is not entertainable in service matters. 4. Accordingly, this petition is dismissed for want of locus standi. (Ajit Kumar,J.)
