By means of this petition filed under Article 226 of the Constitution of India, petitioner has prayed for following relief: (I) Issue, a writ order or direction in the nature of Mandamus directing to the respondent authorities to pay the petitioner his salary and the Dearness allowance for the period w.e.f. 13.11.1987 to 11.09.1998 during which he was suspended from service, amount of gratuity, Group Insurance, amount GPF along with up-to date interest expeditiously within the period stipulated by this Hon'ble Court. 3. Sri Prem Narain Rai, learned panel counsel for the respondents submits that petition is highly belated one and is barred by delay and latches as according to him petitioner stood dismissed from WRIA No. 13850 of 2025 2 service in the year 1999. 4.
