By means of present petition filed under Article 226 of the Constitution, petitioner has prayed for a writ of mandamus commanding concerned respondent to grant promotion to the petitioner from the post of Constable/GD to Head constable in the Central Reserved Police Force. A preliminary objection is sought to be raised by learned counsel for the respondent Sri Ravi Prakash Singh as to the maintainability of this petition on the ground of territorial jurisdiction. It is contented on behalf of the respondent that petitioner is currently posted at Manipur and seeking promotion by the competent authority, which would be respondent. 3. It is further contended that petitioner was initially posted at State of Bihar and continued to remain in the cadre of Bihar . Learned counsel for the petitioner could not dispute that petitioner is currently posted at Manipur and n
