Heard learned counsel for the parties and perused the record. 2. Petitioners have approached this Court with a prayer to issue writ of mandamus to command the respondents to select and appoint the petitioners in the recruitment process of 2018 for the post of Constable in Civil Police. 3. The only explanation has been offered for such delayed approach to the Court that petitioners have been repeatedly making representation before the authority concerned. 4. It is settled law that if a person does not remain vigilant to its rights, its delayed approach in the court of law cannot be condoned. They therefore, are liable to be visited with dismissal of their petition for such delay and laches. 5. Very recently Supreme Court in the case of Surjeet Singh Sahni v.
