Heard learned counsel for the parties and perused the record. 2. Petitioner has approached this Court for quashing of the order impugned dated 28th October, 2013, whereby his claim for grant of notional promotion has been rejected. 3. The only explanation has been offered for such delayed approach to the Court that petitioner has been repeatedly making representation before the authority concerned. 4. It is settled law that if a person does not remain vigilant to her rights, her delayed approach in the court of law cannot be condoned. She, therefore, is liable to be visited with dismissal of her petition for such delay and laches. 5. Very recently Supreme Court in the case of Surjeet Singh Sahni v. State of U.P. and others, (2022) 15 SCC 536 has held that mere making of representations to the higher authority and not approaching the Court in time, will not alone condone the delay and laches. 6.
