Heard learned counsel for the petitioners as well as learned Standing Counsel. By means of this petition filed under Article 226 of the Constitution, petitioners have prayed for following relief as substantial relief: "i) Issue a writ, order or direction in the nature of mandamus commanding and directing the respondents to grant the Revised Salary Matrix Level-3 Rs. 28400/-, after calculating the training period, and also to grant the increments and benefits of 7th Pay Commission (Revised Pay Scale) in view of the relevant Government Orders dated 22/12/2016 & 13/04/2020, with all consequential benefits, along with arrears. ii) Issue a writ, order or direction in the nature of mandamus commanding and directing the respondents to pay the Revised Salary Matrix Level-3 Rs. 28400/-, after calculating the training period, and also to grant the increments and benefits of 7th Pay Commission (
