Heard learned counsel for petitioner, Shri Ashish Kumar Singh, learned counsel for respondent no.2 and learned Standing Counsel. 2. By means of this petition filed under Article 226 of the Constitution petitioner has assailed the order of transfer on the ground that it is stigmatic in nature. 3. It is contended that the petitioner has been transferred eleven times previously in a year and hence it is quite punitive in nature and for sheer harassment meted out to the petitioner. 4. Per contra it is argued by learned counsel for respondent No.2 that the petitioner has been responsible for misconduct as she has been transferred to another office in the same district and she has locked the almirah and has taken away the key. 5.
