Counsel for the petitioner has not been able to satisfy us that even where Self Help Group exists, work of providing food etc. to children in the schools run by the social welfare department is to be settled through tenders. Therefore, we do not see any reason to entertain this P.I.L. especially as according to the instructions received by the Additional Chief Standing Counsel, there are ten members in the said Self Help Group. 3.
