As per para 14 of the counter affidavit filed on behalf of the Nagar Palika Parishad, Gola Gokrannath, Lakhimpur Kheri, the "Shatauti" pond which is the subject matter of this writ petition, as per revenue records, is registered in the name of Fisheries Department as a water body and beautification of the pond is responsibility of the Fisheries Department, Government of U.P. Yet, the opposite party no.5 i.e. Nagar Palika has been making efforts to beautify the "Shatauti" pond. The opposite party no.6, which is an Officer of the State Government has not even bothered to file any counter affidavit nor have any other State authorities. 2.
