The present writ petition has been preferred with the prayer to issue a writ, order or direction in the nature of mandamus directing the respondent authorities to conduct the postmortem of the dead body of the deceased- Arbaz Husain S/o Khalil R/o Village-Bhagatpur, Pulice Station-Bhagatpur, District Moradabad and take the legal action against the private respondent Nos. 5 to 7. 3. Learned A.G.A. has raised a preliminary objection that without lodging the first information report the prayer as quoted above is being made in the present petition. 4.
