This is an appeal which was filed in the year 1997 by the appellants assailing the judgment and order dated 31.10.1995 passed by the writ court in Writ Petition No.1000 of 1994 by which though the petition was dismissed, a direction was issued to the opposite parties therein to make appointments to the vacant posts in accordance with the directions of the Government Order creating the posts and by following the procedure prescribed under the relevant rules in force, then the adhoc appointments will come to an end at once. Certain other observations were made in the detailed judgment that the appointments on contract basis or on adhoc basis cannot be converted into regular appointments unless the rules framed under proviso to Article 309 of the Constitution of India make a provision to that effect an
