The present application has been filed by the petitioner seeking leave of this Court to place on record a document stated to have not been in his possession at the time of filing of the writ petition. 4. It is contended that the said document is material to the petitioner’s case and could not be filed earlier despite due diligence. 5. The explanation tendered by the petitioner for non-production of the document at the earlier stage does not inspire confidence. Permitting introduction of new material at this stage, would, in effect, amount to reopening of the concluded proceedings, which is impermissible in law. 6.
