This petition purportedly in public interest has been filed seeking removal of alleged illegal 'Gumtis' installed over the roads of Basti city creating nuisance and encroachment. 2. Submissions made in the petition indicate that the same essentially are not encroachments rather the allotment has been made by the Nagar Palika Parishad, Basti to the occupants. 3. In case the petitioner is aggrieved of the scheme of Nagar Palika Parishad and consequential allotments made to the occupants, he was required to implead all the allottees whose allotments are sought to be questioned by him by filing purported public interest litigation. 4.
