HIGH COURT OF JUDICATURE AT ALLAHABAD PUBLIC INTEREST LITIGATION (PIL) No. - 2848 of 2025 Shailendra Kumar .....Petitioner(s) Versus State of U.P. and 5 others .....Respondent(s) Counsel for Petitioner(s) : Muqeem Ahmad Counsel for Respondent(s) : Seema Agarwal, S.C. Chief Justice's Court HON'BLE ARUN BHANSALI, CHIEF JUSTICE HON'BLE KSHITIJ SHAILENDRA, J. 1. This petition, purportedly in public interest, has been filed by the petitioner seeking direction to respondent nos. 2 to 5 to recover the embezzled amount by respondent no. 6 misappropriated by her from Village Fund Account pursuant to inquiry of Four Member Committee dated 26.06.2020 within stipulated period. 2. A perusal of the record indicates that though the petitioner has sought relief based on the committee report dated 26.06.2020, there is no trace of the report on record. Further, an e-mail dated 23.08.2025 alleging misappropriation of crores of rupees without even any reference to the said report has been made. 3. Filing of PILs based on some document without even placing the same on record and making speculative averments in the petition, cannot be countenanced. 4. The petition is, therefore, dismissed.
