This petition has been filed seeking construction of a health centre at the place designated for it in the layout plan of the Lucknow Development Authority, copy of which is annexed as Annexure No.2, as claimed by the petitioner. 3. Shri Puneet Chandra says that opposite party no.3- Commissioner, Nagar Nigam has unnecessarily been impleaded as a party-respondent, nevertheless he files power on his behalf. 4. Let the petitioner delete the Commissioner, Nagar Nigam, Lucknow as no relief has been sought against him nor is he a necessary or proper party to this petition which relates to construction of a health centre by the opposite party no.2 or its officials. 5. Whether the health centre is to be constructed at the said place or not is a decision to be taken by the concer
