On being asked as to the credentials of the petitioner, it was informed by his counsel that he is a resident of the area where some construction work has been undertaken by the Public Works Department. On a perusal of the pleadings, we find that there is a reference to the tender process initiated by the Public Works Department. Some preliminary inquiry etc. is also referred. 4. We wanted to know from the counsel for the petitioner as to what is the source of knowledge of the petitioner in this regard. He could not give any satisfactory reply.
