This petition has been filed, challenging the Order dated 18.07.2003 passed by the learned Central Administrative Tribunal, Principal Bench, New Delhi (hereinafter referred to as the ‘Tribunal’) in O.A. 2914/2002, titled Prakash Chand. v. Govt. of NCT of Delhi & Ors., dismissing the said O.A., filed by the petitioner herein. 2. The petitioner had filed the above O.A., challenging the proceedings of the Departmental Promotion Committee (hereinafter referred to as “DPC”) held on 12.11.2001, and also the review DPC held on 14.05.2002, for considering the petitioner for admission to the List D-1 (Exe.) with effect from 12.05.1999 and 12.02.2001, and Signature Not Verified Signed By:RENUKA W.P.(C) 6742/2003 Page 1 of 7 NEGI Signing Date:17.10.2025 20:36:45 declaring the petitioner unfit for promotion. 3. The learned counsel for the petitioner submits that the DPC had considered the ACRs for the period 1983-84 to 1987-88, which were never communicated to the petitioner. He submits that, in fact, his ACRs for the aforesaid period were not indifferent and, therefore, could not have been used as a basis for denying promotion to him. 4.
