The issue that arises for consideration in the present petition is whether the Petitioners are entitled to claim filing of recasted Statements of Account from the Respondent beyond the Recovery Certificate issued on 22.03.2011, and whether the Recovery Officer can be directed to reconsider matters which have attained finality, including principal, interest, and recoveries already crystallized in the past proceedings.
